# Layer 3: The Policy Engine (Logic)

The Policy Engine itself is secured within SGX enclaves.

* **Tamper-Proof Rules:** Policy rules are signed by an Admin Quorum and encrypted.
* **Execution Integrity:** The code validating your transaction rules runs inside the enclave. A hacker cannot "bypass" the policy check because the cryptographic signature requires the policy check to pass first.
